摘要：旅游开发在促进贫困落后山区经济发展中具有独特的功能优势,既能保住"绿水青山",也能带来"金山银山",为贫困地区人口创造更多的就业和发展机会,使其摆脱物质、精神双重贫困形成的桎梏,实现代际可持续性发展。仁怀市乡村旅游产业具有一定的比较优势和开发潜力,但处于建设起步初期,"十三五"期间深入推动旅游扶贫战略需明确政府角色定位,注重发挥政府主导功能,建立起一个促进仁怀市乡村旅游成长的强有力的保障体系和支撑环境,构建旅游扶贫发展新格局,方能切实体现精准扶贫实效。
Tourism development has a unique functional advantage in promoting the economic development of poor and backward mountainous areas,keeping the "green hills and clear waters"while producing "gold and silver mountains",which creates more employment and development opportunities for the population in poor area and helps to achieve sustainable growth by removing the poverty shackles in both material and spiritual terms. Renhuai rural tourism industry has a certain comparative advantage and development potential,but it is still in the early phase of development. Its further growth during "13th Five-Year Plan"requires that the government clarify its role and guiding function in establishing a vigorous security and support system,which will promote Renhuai's rural tourism growth,build a new pattern of tourism-based poverty alleviation development,and effectively fulfill the effects of precision poverty alleviation efforts.
