摘要：煤炭是贵州工业中的支柱型产业之一。采用统计调研、理论研究的方法,分析了近10年来贵州煤炭的生产消费情况,并对比研究了贵州与山西、山东煤炭产业结构的构成。研究表明:贵州地区的煤炭生产量与调出量较为相关,一般产量增加时调出量也相对增加。近年来,贵州煤炭产量总体表现为波动下降,而煤炭消费量则波动企稳。贵州煤炭能保证本省的供应,且有一定数量被调出外销。受淘汰落后产能、经济增长、西电东送等影响,未来调出量可能会降低,甚至出现能源短缺。山西、山东是大型矿井主导煤炭生产,而贵州则是中小型矿井主导煤炭生产,贵州煤炭产业结构分布不合理。贵州煤炭工业发展中存在的问题有:淘汰落后产能门槛低、压力大;新建、改扩建矿井不符合未来建设大中型矿井的发展趋势;贵州本土对涉煤类的科研、教育投入不足,原创性研发能力薄弱;专家团队建设不合理等。未来,应从加大涉煤类科研课题的支持力度、以更开放的视野推动煤炭类教育事业发展、以发展的眼光推动煤炭产业的发展、做好前瞻性政策配套等方面予以改进。
Coal is one of the pillar industries in Guizhou′s industry.Using statistical investigation and theoretical research methods,the coal production and consumption of Guizhou in the past 10 years are analyzed,and the composition of the coal industry structure between Guizhou and Shanxi and Shandong is compared.Research shows that coal production in Guizhou is more related to the amount of coal transferred,and the amount of coal transferred generally increases when the output increases.In recent years,the overall coal production in Guizhou has shown fluctuations,while coal consumption has fluctuated and stabilized.Guizhou coal can guarantee the supply of this province,and a certain amount is exported for export.Affected by the elimination of backward production capacity,economic growth,power transmission from west to east,etc.,the amount of transfers in the future may be reduced,and even energy shortages may occur.Large coal mines dominate coal production in Shanxi and Shandong,while small coal mines dominate coal production in Guizhou.The coal industry structure in Guizhou is unreasonably distributed.The problems existing in the development of Guizhou coal industry include:low threshold for eliminating backward production capacity and high pressure;the new construction,reconstruction and expansion of coal mines do not conform to the development trend of building large and medium-sized coal mines in the future;the lack of investment in scientific research and education related to coal in Guizhou,weak original R&D capacity;unreasonable construction of expert team,etc.In the future,improvements should be made in terms of increasing support for coal-related scientific research topics,promoting the development of coal-based education with a more open perspective,promoting the development of the coal industry with a development perspective,and supporting prospective policies.
