摘要：在我国扶贫开发的过程中,农村产业扶贫在解决农村贫困问题,提升贫困人口发展能力,带动贫困人口脱贫致富方面始终发挥着至关重要的作用。2020年我国脱贫攻坚总体目标实现后,巩固脱贫攻坚成果衔接乡村振兴,产业扶贫衔接产业振兴是关键点,也是缓解农村相对贫困的重要举措。分析了产业扶贫衔接产业振兴存在的问题,从顶层政策设计、产业规划拓展、产业分层分类、小农户与大产业和市场、基层组织保障5个方面提出了产业扶贫衔接产业振兴的建议。
In the process of China’s poverty alleviation and development,the industry-based poverty alleviation in rural area has been playing a crucially important role in addressing the rural poverty,enhancing the development capacity of the poverty-stricken population,lifting them out of poverty and helping them get rich.After the overall goal of poverty eradication in China was achieved in 2020,it is of great importance to enhance the achievements of poverty eradication and integrate such achievements with the rural revitalization,and better integrate industrial poverty alleviation with industrial revitalization.This also has proved to be one of the key measures to alleviate the relative poverty in the rural areas of China.This paper analyzed the problems of industrial poverty alleviation and industrial revitalization,and put forward suggestions for industrial poverty alleviation and industrial revitalization from five aspects:top-level policy design,industrial planning expansion,industrial stratification classification,small farmers and large industries and markets,and grassroots organization guarantees.
