摘要:上位政策对基本教学环节具有统摄、指导作用,面对2019年底出现的新型冠状病毒疫情,确定合理的上位政策有利于指导教学实践。本次疫情具有特殊性,在线教学是疫情时期的重要选择,但目前不具备全面推广可行性。上位政策的制定应遵循相对稳定性、应用范围的相对性等原则。本次疫情期间的上位政策可简化为按时开学、延迟开学、在线教学和混合模式四种。校级层面可从调整教学计划、学习进度减速、网络资源共享、协同互认等方面着手有序开展教学。教育管理自主权要适度下放,做有温度的教育管理,并切实保障在线教学学习效果的真实性。
Higher-level policy has the function of controlling and guiding basic teaching links.In the face of novel coronavirus epidemic outbreak at the end of 2019,determining a reasonable superior working policy is conducive to guiding teaching practice.Due to the particularity of this epidemic,online teaching is an important choice during the epidemic period,but it is not feasible for all-round popularization.The formulation of higher-level policy should follow the principles of relative stability and relativity of application scope,which can be simplified into four types:start school on time,postpone the reopening of schools,online teaching and mixed mode.The university level can carry out teaching step by step from the aspects of adjusting the teaching plan,slowing down the learning progress,online resources sharing,collaboration and mutual recognition.The autonomy of education management should be moderately decentralized and humanized education management should be conducted,so as to guarantee the authenticity of online teaching and learning effects.
