摘要：为适应中国油气体制改革的新形势,实现贵州省天然气行业持续健康高质量发展,需要从天然气产供储销体系的运行机制及其搭建形式展开科学规划。基于贵州省产供储销体系的现状及存在的问题,提出了贵州省天然气产供储销体系运行调度机制,该机制具备全省科学调度系统、天然气供需预测预警机制、供应保障应急体系、天然气安全运行机制及动态管理能力等科学功能,切实保证贵州省天然气安全高效供应和民生用气需要,对促进贵州省天然气上、中、下游协调稳定发展具有指导意义。
In order to adapt to the new situation of China's oil and gas system reform and realize the sustained,healthy and high-quality development of the natural gas industry in Guizhou Province,it is necessary to carry out scientific planning from the operation mechanism and construction form of the natural gas production-supply-storage-sale system.Based on the current situation and existing problems of the production,supply,storage and marketing system in Guizhou Province,this paper puts forward the operation and dispatching mechanism of the natural gas production,supply,storage and marketing system in Guizhou Province.The mechanism has the scientific functions of the provincial scientific dispatching system,the prediction and early warning mechanism of natural gas supply and demand,the supply guarantee emergency system,the safe operation mechanism of natural gas and the dynamic management ability,so as to effectively ensure the safe and efficient supply of natural gas in Guizhou Province and the gas needs of people's livelihood.It has guiding significance for promoting the coordinated and stable development of natural gas upstream,middle and downstream in Guizhou Province.
