摘要：农村产业扶贫中,政府主导的补贴式转移支付和免息式金融支持,在农村产业转型升级实践中存在资金错配、产业类型混乱、投机者套现财政款及信息不对称等问题,此类问题对防止返贫和乡村产业振兴产生极大的阻力。文章基于晨光村与野茶村产业发展实地调研,采用双案例研究法,分析了制约西部贫困乡村产业转型升级的诸多因素。并通过实践得出,应从区位条件、要素禀赋、有为政府、有效市场、公共基础设施及网络信息化等探求破除乡村产业转型升级的桎梏。
In rural industrial poverty alleviation,government-led subsidized transfer payments and interest-free financial support,in the practice of rural industrial transformation and upgrading,there are problems such as mismatch of funds,confusion of industry types,cash out of financial funds by speculators,and asymmetry of information.It has created great resistance to the prevention of poverty and the revitalization of rural industries.Based on the field investigation of the industrial development of Chenguang Vil?lage and Yecha Village,the article uses a double case study method to analyze many factors restricting the industrial transformation and upgrading of poor rural areas in the west.Explore public infrastructure and network informationization to break the shackles of the transformation and upgrading of rural industries.
