摘要：鉴于新型电力系统业务环节复杂、电力数据涉及大量隐私信息、数据异构共享难度大,且当前网络空间安全局势愈加严峻等因素,以法律法规和标准规范为依据,围绕电力数据要素的基础共性、流通规则、算力算效、数据应用和隐私安全4个维度,针对关键基础设施、数据参与方、数据管理者等合规管理对象,提出了电力数据要素合规管理义务,初步建立了电力数据要素合规管理的标准体系。
In view of the complex business links of the new power system,the large amount of private information involved in power data,the difficulty of heterogeneous data sharing,and the increasingly severe security situation in cyberspace,this paper takes the current laws,regulations and standards as the ground.It focuses on the basic commonality,circulation rules,computing power and efficiency,data application and privacy security of electric data elements.For key infrastructure,data participants,data managers and other compliance management objects,the power data element compliance management obligations are proposed,and a standard system of power data element compliance management is initially established.
