摘要：发展产业是促进农村贫困地区发展的有效途径,是贫困群众持续稳定增收的主要来源,是精准脱贫的必由之路。但是产业扶贫不同于产业发展是以经济效益为中心,产业扶贫应服务于扶贫目标的实现。从探讨产业扶贫内涵入手,分析产业扶贫运作机制、产业扶贫各主体互动关系,并根据对农村产业扶贫项目实施情况的调查,分析了目前农村精准产业扶贫实践中面临的主要困境,对农村精准产业扶贫策略的优化进行了探索。
Developing industries,an effective way to promoting the development of poverty-stricken areas,is the main driving force sustaining continuous and steady increase in the income of the poor. It is also the only targeted approach to eliminating poverty. However,different from the industrial development that has been focusing on creating economic benefits,alleviating poverty through industrial development should work to realize poverty alleviation goals. This paper,starting with the discussion of the connotation of reducing poverty through industrial development,analyzes its operation mechanism and the interactive relations among all parties involved. Then,based on the investigation of the implementation of poverty alleviation projects through industrial development in some rural areas,it analyzes the main difficulties confronted in the course of practicing targeted industrial poverty alleviation projects in the rural areas,thus putting forward proposal for improving the strategy of targeted industrial poverty alleviation in the rural areas.
