摘要：抗战时期,中国共产党领导陕甘宁边区干部群众从经济、政治、文化三个层面开展了反贫困实践。经济上,坚持以经济建设为中心,实施新民主主义经济政策促进经济社会发展,为反贫困提供了坚实的经济基础;政治上,通过精兵简政、“三三制”原则、大生产运动、救治灾荒等政治改革,为反贫困提供了可靠的政治保障;文化上,通过整风运动、社会教育、劳模运动和社会改造等方式提高了人民群众的文化素质和思想觉悟,增强了反贫困的积极性和主动性,在全社会形成了反贫困的良好氛围。尽管这一时期的反贫困实践具有战时特征,但对于指导当前的反贫困事业仍具有重要的理论和实践价值。
During the Anti-Japanese War,the Communist Party of China led the cadres and masses in the Shaanxi-Gansu-Ningxia border region to carry out anti-poverty practices from economy,politics and culture aspects.Economically,taking economic construction as the central task,implementing new democratic economic policy to promote economic and social development have provided a solid economic foundation for anti-poverty.Politically,political reforms such as better troops and simpler administration,the"three-thirds system"principle,large-scale production,famine relief have provided a reliable political guarantee against poverty.Culturally,through Yan′an Rectification Movement,social education,model worker movement and social transformation,the people′s cultural quality and ideological consciousness have been improved,the anti-poverty enthusiasm and initiative have been enhanced,and a good anti-poverty atmosphere has been formed in the whole society.Although the practice of anti-poverty in this period has the characteristics of wartime,it also has important theoretical and practical value for guiding the current anti-poverty cause.
